the 10th (2009) shows that petitions tend to focus overwhelmingly on matters of general interest.

What is more, the vast majority of these petitions call for action from parliament specifically in terms of legislation or of scrutiny of government's action; and this pattern was unaltered even in the 10th parliament when the number of individual petitions increased considerably. The analysis of the petitions' text and reports shows that in cases where personal matters were at stake, petitioners were able to convert their personal experience into suggestions for wider policy of general interest. For example, a petitioner who complained about not being informed of a legal amendment which meant that she stopped receiving free prescriptions suggested an amendment to the law allowing more time for publicity and application of the new rules, on the basis of a general interest rather than a resolution of her specific case.19
